To simplify the Common Agricultural Policy after 2013, adjustments are needed to the current legislative proposals. In particular, the complexity of the direct payments proposal needs to be tackled. (See section 6.3) The simplification impact of the legislative proposals for the Common Agricultural Policy differs largely between farmers/beneficiaries, national authorities and the European Commission. Particularly implementation costs of direct payment schemes will increase for national authorities (see figure S.1). The simplification impact also differs between the different Member States. (See section 6.2) The six key principles on simplification presented by the Member States have to some extent been addressed by the European Commission, but only marginally. These principles therefore still remain important in the current phase of negotiations and drafting of delegated and implementing acts. (See section 6.2) [Résumé de l'auteur]
